Information about the Coronavirus Aid, Relief, and Economic Security (CARES) Act

NDNU is supporting eligible graduate and undergraduate students by providing emergency financial aid grants from the Higher Education Emergency Relief Fund (HEERF) established by the Coronavirus Aid, Relief, and Economic Security (CARES) Act.  This update provides information regarding Notre Dame de Namur University’s participation in the CARES Act HEERF to comply with reporting requirements.

  1. On April 20, 2020, NDNU returned to the United States Department of Education (ED) the signed Certification and Agreement (for) Emergency Financial Aid Grants to Students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act. In so doing, NDNU provided ED the assurance that NDNU intends to use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
  2. On May 4, 2020, NDNU received $560,725 from ED pursuant to NDNU’s Certification and Agreement (for) Emergency Financial Aid Grants to Students.
  3. As of June 30 2021, NDNU has distributed $560,725 in Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act
  4. The estimated total number of NDNU students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is approximately 550 as of June 4, 2020.
  5. The total number of students who have received Emergency Financial Aid to students under Section 18004(a)(1) of the CARES Act is 498.
  6. The method(s) used by NDNU to determine which students receive Emergency Financial Aid Grants and how much they receive under Section 18004(a)(1) of the CARES Act Emergency Financial Aid Grant are as follows:
    • In accordance with ED’s guidance, the Interim Final Rule dated June 17, 2020, NDNU is distributing the funds to Title IV eligible students demonstrating the greatest need. A student’s level of need is determined using information available to the NDNU Office of Financial Aid and the Business Office, including, but not limited to: Pell eligibility and expected family contribution
    • Students are encouraged to file the 2020-2021 Free Application for Federal Student Aid (FAFSA) form
    • Students are not eligible for HEERF grants if they were enrolled exclusively in an online program on March 13, 2020.
    • International students, DACA students, and undocumented students are not eligible for Emergency Financial Aid Grants.
  1. All students received email notifications about the program on April 27, 2020. Instructions and FAQs concerning the Emergency Financial Aid Grants are provided to students on the CARES Act Frequently Asked Questions (FAQ) webpage.

The above is provided by Notre Dame De Namur University (NDNU) to comply with:

    • Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, which requires each institution applying for funding from the Higher Education Emergency Relief Fund (HEERF) to submit an initial report to the Secretary of Education within 30 days;
    • guidance for compliance with the 30-day reporting requirement provided by ED on May 6, 2020; and
    • communications sent from ED’s Program Officer on May 13, 2020 where posting the above report in a format and location is easily accessible to the public on this date, June 4, 2020, and is within the 30 day requirement from the date NDNU received its allocation under Section 18004(a)(1). This report will be updated every 45 days after the initial posting.

FAQs

  1. What is the CARES Act?
    The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) was passed by Congress to help provide financial relief from the health and economic impacts of COVID-19. Part of the CARES Act Emergency Financial Aid Grant established the Higher Education Emergency Relief Fund to distribute funds to institutions of higher education nationwide. Half of the funds these institutions receive must be given directly to their students to assist students with unanticipated expenses related to the disruption of campus operations due to COVID-19. Notre Dame de Namur University (NDNU) has received $560,725 under this program to be disbursed directly to our students. CARES Act Emergency Financial Aid Grant funds disbursed by NDNU to students as emergency financial aid grants will be labeled “CARES Act Emergency Financial Aid Grant.”
  2. What unanticipated expenses does this grant cover?
    These funds can assist with unforeseen expenses for a student’s cost of attendance (e.g. food, housing, course materials, technology, healthcare, child care and transportation) due to COVID-19 disruptions.
  3. Who has the Department of Education determined to be eligible to receive the CARES Act Emergency Financial Aid Grant?
    Under the U.S. Department of Education guidance, eligible students are those who are eligible for federal financial aid and enrolled in a program that was conducted on-site prior to March 13, 2020.
  4. Who is not eligible to receive the CARES Act Emergency Financial Aid Grant?
    Under the U.S. Department of Education’s guidance, students who are not eligible for the CARES Act Emergency Financial Aid Grant include online-only students, international students, DACA students, and undocumented students.
  5. Who will receive the CARES Act Emergency Financial Aid Grant?
    All continuing students from spring 2020 who are eligible to receive CARES Act Emergency Financial Aid Grant funding under the U.S. Department of Education rules and are enrolled in summer 2020, fall 2020, or spring 2021.
  6. How much money will I receive and how are funds allocated?
    In accordance with ED’s guidance, NDNU is prioritizing the distribution of funds to Title IV eligible students demonstrating the greatest need. A student’s level of need is determined using information available to the NDNU Office of Financial Aid and the Business Office, including, but not limited to: Pell eligibility and expected family contribution. Because NDNU anticipates that students will continue to be affected by the pandemic throughout the next academic year, funds will be allocated to eligible continuing students enrolled in summer 2020, fall 2020, and spring 2021.
  7. When will I receive the CARES Act Emergency Financial Aid Grant funds?
    CARES Act Emergency Financial Aid Grant funds for summer 2020 were placed in student accounts on June 16, 2020 and were distributed by check. Funds for fall 2020 are expected to appear in student accounts on or about September 15, 2020 and will be distributed by check within 7 business days. The timing for funds for spring 2021 is yet to be determined. In each case, funds will be distributed by check within 7 business days after appearing in your account.
  8. Where will I receive my check?
    Students will receive checks mailed to the permanent home address listed on the student portal.

To update the address, please log onto your campus portal using the following link: https://campusportal.ndnu.edu/ics/ and click on the head in the upper right-hand corner.
• Select My profile & settings
• Click Contact Information
• Drop down the Addresses window and complete update

  1. Will I receive notification of my award?
    Students will receive notification of their grant prior to the posting of the grant to their student account.
  2. How can I know if I have received CARES Act Funds?
    All student account activity is posted to your student portal, including tuition due dates, pending charges, payments/credits, and refund checks. To log onto your Campus Portal account, please use the following link: https://campusportal.ndnu.edu/ics/

To navigate to your account to check account transaction or make a payment:
a. Enter your Student ID # and password to log in
b. Click on the Student tab at the top of the page
c. Click on Student Account Activity in the menu on the left side of the page
d. Click on My Balance
e. Click on the actual balance displayed (even if it is $0.00); this will show your account transactions with descriptions and dates.

    • Scroll to the bottom to view CARES Act disbursements. If you are checking after the disbursement date and there is no information, you did not qualify for a disbursement. Otherwise there will be a deposit to the account that notes either CARES Act fund or Emergency Aid CARES grant
    • Look at DETAIL and scroll to the bottom, to see the descriptions. If a check has been sent to you, there will be a debit that states “Refund Check”. It will be for the exact amount of the disbursement.
  1. I am eligible to receive CARES Act Emergency Financial Aid funding under the Department of Education rules, but I am not enrolled summer 2020 or beyond. Will I receive CARES Act Emergency Financial Aid funding? If not, why not?
    No. Colleges and universities have significant discretion on how to allocate CARES Act Emergency Financial Aid grant funding. Because NDNU anticipates that students will continue to be affected by the pandemic throughout the next academic year, funds will be allocated to eligible continuing students enrolled in summer 2020, fall 2020, and spring 2021. NDNU’s decision to provide CARES Act Emergency Financial Aid Grants to students enrolled in summer 2020, fall 2020, and spring 2021 aligns with the Board of Trustees resolution to focus resources on students who can graduate by spring 2021.

Mark Dee

Magellan Solutions USA launched under the visionary leadership of Mark A. K. Dee, Chief Executive Officer – a consultant and service provider for healthcare administrative support, IT development, energy, call center, and business process outsourcing. Mark has served in various multi-level management positions in his 21 years of service in the United States Air Force (USAF). He performed as Immunology and Microbiology department manager, Medical Laboratory Assistant Director, Facility and Security Manager, and finally retiring in the military in 2008 as Superintendent/Assistant Chief of Operations of 330 personnel Medical Group. Mark has experiences in the services industries since he retired, including running a restaurant chain as the CEO. He has also developed other businesses in the Martials Arts studio and 3d-printing industries. He has a BS in Health Sciences and Hospital Administration, Board Certified in Clinical Laboratory Sciences, Graduated in the Senior Executive Leadership School from the USAF, Master’s in Business Administration, and a Master’s of Science in Systems Management at Notre Dame De Namur University.

Chosen Cheng

Chosen Cheng is owner of CMC Group, a privately held engineering and marketing consultancy for small business startup ventures. He currently works with project teams developing patented award-winning solar roofing systems and patent pending drone-based augmented reality geological and thermal mapping solutions. He was formerly a Silicon Valley marketing and innovative corporate training manager. As an avocation and a way to “pay it forward” he enjoys teaching and career coaching college and graduate MBA students many of whom are pioneering first generation college students from underserved communities. He and his wife, a Notre Dame alum, celebrated their wedding reception at the Ralston Mansion in the 70’s and have two stupendously successful, married adult children who between them have four stupendously adorable grandchildren.

Kelly Cansler

Kelly completed both her BS (Finance/Economics) and MBA from NDNU. She utilized her business education to launch an insurance agency in 2008 with Farmers Insurance. It’s grown into multi-million-dollar agency, organically and through acquisition. She has been recognized by Farmers Insurance being ranked within the top 10% of agents nationwide, but also as a speaker, trainer, and mentor within the Farmers Insurance Community. Kelly is extremely connected with local businessowners through several networking channels.

Cliff Burnette

Cliff is the senior vice president and chief human resources officer at Rambus, a global chip and IP provider that advances data center connectivity and solves the bottleneck between memory and processing. Cliff has over 20 years of experience leading global human resources operations for publicly traded companies with expertise in employee relations, organizational development, and compensation strategy. Prior to Rambus, Cliff worked for several other high-tech companies in the semiconductor and medical device space and holds a bachelor’s degree in Business Management and Marketing from Texas State University and a master’s degree in Human Resources Management and Organization Development from the University of Texas at Austin.

Memo Morantes

Memo Morantes has been a San Mateo County resident for more than 45 years. He has been a three-term San Mateo County Board of Education incumbent, a Redwood City/San Mateo County Chamber of Commerce board member, a Sequoia Hospital Foundation member, a co-chair of the Latino Leadership Council of San Mateo, and a civic/community activist. 

Sheryl Young

Sheryl serves as a director for Philanthropic Ventures Foundation, which provides $10M each year for innovative teachers and social entrepreneurs throughout the Bay Area. Prior Sheryl served as CEO of Community Gatepath and AbilityPath.org. She has over 30 years of managerial experience in operations, finance, and marketing. Brian Schumacker

Brian manages South San Francisco-San Bruno’s wastewater treatment plant and with a dedicated staff of over 40 professionals who safeguard community health and protect the fragile San Francisco Bay ecosystem. Brian holds a Master’s Degree in Public Administration and a Bachelor of Arts Degree in Business Administration, both from Notre Dame de Namur University. Brian has also earned the highest levels of professional certifications in wastewater treatment.

Mario Rendon

Mario Rendon serves as District Director for State Assemblymember Kevin Mullin. He develops the communications, public relations and constituent service strategy for the office and supervises a small team that represents Mr. Mullin in the 22nd Assembly District within San Mateo County. He has over twenty year’s experience working with elected officials at the local, state and federal level developing public policy.

Jerry Hill

Jerry’s public service started with his local neighborhood association that progressed to the California State Assembly and Senate where he authored legislation resulting in laws on issues related to consumer protection, utility safety, coastal protection, public health, education and the environment. Jerry was born and raised in San Francisco, receiving his BA from the University of California, Berkeley and a Teaching Credential from San Francisco State University.

Magda Gonzalez

Magda was most recently the City Manager for the City of Half Moon Bay, California. Prior she was the City Manager of East Palo Alto, California and Assistant City Manager, Redwood City. Magda was President of Cal-ICMA, representing the Local Government Hispanic Network and serves on the Board of Directors for the San Mateo Credit Union and the Latino Leadership Council of San Mateo County. Magda is also a member of ICMA and the State Bar of California and received several awards and recognitions, including Career Excellence Award (WLG) and the Ethical Hero Award from Cal-ICMA.

Jeremy Dennis

Jeremy currently serves as Portola Valley Town Manager. Previously, he’s worked for elected officials at all governance levels, including twice as District Director for local assemblymembers. He worked as the Palo Alto Long Range Planning Director, and for San Mateo County in management roles. Jeremy has a Masters in Urban Planning from the London School of Economics, and graduated from UC Davis studying US History/Political Science.

Kate Comfort-Harr

Kate is Executive Director of HIP Housing, a nonprofit specializing in creative affordable housing solutions throughout San Mateo County. Kate is a frequent speaker on a wide array of affordable housing topics and is passionate about the cultivation of collaborations between the private, public and social sectors. She serves on the Board of Directors for the San Mateo Credit Union and was awarded the Chamber San Mateo County’s 2020 Business Woman of the Year Award.

Jerome Nadel

Jerome Nadel is Internationally experienced design-led marketing executive (CMO and GM) with a track record of improved market position, revenue growth, and M&A. He is an advance degreed psychologist and user experience product/service design expert, board member and advisor. Jerome recently retired from Rambus as where he was CMO and GM of the security software division that he led the sale to Visa. He has had a variety of chief marketing officer and chief user experience officer roles at companies including Human Factors International, SLP InfoWare, Gemplus, and Sagem. He started his career in the IBM Human Factors Labs. He is also an avid cyclist with National and multiple California State Champion titles.
